10 + 2 Security Filing

Customs and Border Protection (CBP) has finally issued the long
awaited proposed rules for the new 10+2 Filings. These rules have
been published in the federal register, and are open for comment
until March 3rd.
History:
In order to create a better means for targeting high risk shipments,
as required under the "Safe Port Act of 2006, and the Maritime
Transportation Security Act of 2007", Customs has developed
the 10 + 2 Security filing.
Under
this program, Customs must receive 10+2 additional data elements
before cargo is laden on board the vessel. At this time the program
only pertains to containerized cargo. The rule does have broader
requirements for bulk and breakbulk cargo.

Status message
The
information will be submitted to Customs using an "approved electronic
data interchange system". It is expected that the Automated Broker
Interface (ABI) and or the Automated Manifest System (AMS) will
comply with this requirement.
Presently
it is unknown exactly how and when the program will be implemented
following the the March 3rd deadline.
We
are receiving updates from CBP, COAC, and various other trade associations
that will be passed on as the information becomes available.
