Who is eligible: If you are selling bunker fuel to either a commercial fishing vessel or a foreign flag vessel you are eligible to claim drawback, and hold one key to unlocking this potential. The first part is proof of export or the bunker lading receipt.

The second key to creating a claim is the proof of import. This can happen in one of two ways:

First, your company imported the merchandise into the US. and can prove so with copies of the customs entry.

Second, you purchased the fuel from another company that imported it, and you are able to obtain a certificate of delivery from them.
