TRADE ACT OF 2002Effective March 4. 2004Following the federal register notice of December 5, 2003, there will be two major changes in the way bulk carriers move merchandise entering the U.S. These changes are going into effect as part of legislation under the trade act of 2002, and the Maritime Transportation Security Act. These changes will go into effect on March 4, 2004.
